Web servers vs application servers?

Is it right to say / think that “all web servers (eg: Oracle / BEA Weblogic) applicaiton servers but are not all application servers are web servers”. This thinking is based on the idea that a web server serves Essentially a web application but not in application server need to serve application over the web. So, if you could give examples of the following that would be very helpful1. An application server that is also a web server (IBM Websphere – right?) 2 An application server that is commonly not used for web applications.
