What free host website that offer a control panel or cPanel?

cPanel includes MySQL, PHP, and FTP. I need to host my website and everything. “FREE” or Is there any way I can use my own computer to host my website? Im using Windows XP, not Linux. I thought Linux only can do this?

I found tis website when im doin my course in web application and web developement. You can try this web hosting . Theres a control panel and everything to upload files and to manage them. Its quite easy to understand. But there some restriction and you need to pay for advance used. For free web hosting you can build your own website.
